[REJECTED] Tool Restrictions

I know that tools are restricted to keep them from being minged, but some of them aren't that mingeable and should be opened to the players in the RP server:

1. Materials
2. Wire-User
3. Possibly Lights if limited
4. Same with Lamps

While I'm on the topic of restricted tools, I think target finder should be respected only.

If anyone else has a suggestion about unrestricting tools, put it here.

Materials - Invisiable props floating around is not nice.
Wire Users- Bypasses prop protection
Lights/Lamps - Lagging, 1 light reduces my fps down from 300 to 220.

Target finders will defnitely be added, i had red people walking around.

Why would you want to play at such high framerates anyways. Just lock it on 60
