Level 52 Fishing Bait

The highest level fishing bait which looks like a large chunk of meat may not be working. I have used this bait numerous times and have never caught anything *special* with it. Is the item/fish you catch with the bait rare or is it possibly broken or disabled. Appreciate you taking the time to read this.

correct the bait in question was left in place in hope that we find a map with deeper water. (otherwise i would have to make everything catchable at 0 - 5 feet.
